Abstract PGE152N 6.1.4

Change $dayNightStr from "DB" to "D".
Install PGE152N version 6.1.4 and update default recipe version on nrt3 to 6.1.11 (these have already been released and tagged)

Problem Statement High latitude products are being generated very early in the day over North America because low sun angle high latitude data (acquired during North America "night") is being ingested to processing (the northern extents of these granules are in twilight conditions). The resulting products are confusing because they arrive half a day before expected and contain little useful data since good observations in twilight conditions, for this product, are not common and are often contaminated with cloud-shadow false positives due to the extreme low sun angles.

Downstream Product Effects PGE159 MCDWD_L3_NRT uses the M*DWD_L2_NRT water products to determine existence of flooding
Data Granules to be Used for Science Testing Tested on nrt4 from 6/30/2022 to 7/21/2022. Dan Slayback has reviewed the output data and has determined that the change has the desired effect of eliminating these early high latitude products.
Justification Stop processing Day/Night Boundary granules (change production rules to ignore granules with B flag) to stop processing these high latitude twilight-condition pixels until we have time to further investigate if these observations provide any useful data for the product.
Effective Date for Implementation of Change Installed to nrt3 July 22, 2022.
