| Problem Statement | - The GIBS NBAR product (MCG43A4_LHD_NBAR_STD) needed software patch to create empty GIBS tiles where products are not made, and present a consistent background color over the ocean. - Certain end of the year n-day product filenames were showing the data day from the beginning of the following year. |
| Description of Change | The land L3 GIBS PGE, PGE132 V6.0.21 includes changes made to generate grey empty GIBS tiles for the combined MCG43A3_LHD_NBAR_STD product to have a seamless ocean background color and avoid default dark GIBS data/nodata color. It also includes a fix in the production rule to restrict the PGE_EndTime to 12/31 if the Recipe crosses over into the next year. |

| Data Granules to be Used for Science Testing | The PGE version V6.0.21 tested at leading edge and with historical data. All changes confirmed to be working correctly through LDOPE's internal evaluation and visual inspection of images on GIBS World-View test instances. |
| Justification | Though land products are not produced over all water tiles, GIBS images still need to create that tile and then fill the ocean area with a consistent background color for that empty tile. This change fixes this issue for the combined MCG43 NBAR product. The n-day products crossing the year boundary should still need to show up in the archive with designated data day for the current end of year, else the GIBS image for the day will be missing and will show up as no image for the day in the World View. |
| Effective Date for Implementation of Change | The changes related to fixing of the end-of-year filenames, have been already put in place through re-processing of the historical Land L3 n-day products. The fix related to generation of grey color empty GIBS tiles, is expected to be implemented with the start of the GIBS Land L3 forward production, sometime in the first week of June, 2019. |
